Mouse freezing/lag problem, how can I fix this?

It's a usb wired mouse plugged into my laptop and just recently it started to encounter some freezing and lagging issues. The mouse would freeze and then reappear in the place it should've been if it didn't freeze and every time this happens there would a beeping noise similar to the one when you plug in a usb. The OS is Windows 7 Home Edition 64-bit.
